Legislative Update

Proposed Bill HB 5733: AN ACT CONCERNING ACCESS TO DEATH CERTIFICATES

The bill would require the creation of an "adminstrative" section with information considered sensitive (e.g. race, occupation, cause of death, Social Security number) and access to this section would be limited. As of 4/2/13 bill was being held until next meeting of the Public Health Committee. The CT town clerks have indicated a preference for HB 6157 as being easier to implement. In HB 6157 access to vital records for genealogical research is essentially unchanged.

 

The proposed HB. 5421: AN ACT EXEMPTING DEATH CERTIFICATES OF MINORS FROM PUBLIC DISCLOSURE, has now been drafted and referred to the Joint Committee on Government Administration and Elections on 3/27/13.

The original wording of the proposed bill was as follows:

Be it enacted by the Senate and House of Representatives in General Assembly convened: That section 1-210 of the general statutes be amended to exempt death certificates of minors from public disclosure for a period of ten years after death of such minor.

Statement of Purpose: To protect families of deceased minors by exempting some personal information from public disclosure.

New Revision:

The proposed bill has been revised to make the period of non-disclosure 6 months rather than 10 years.
